A New Title 24 Option is Here

The CBPCA is California’s first and only HERS provider that the California Energy Commission has approved with a Third Party Quality Control Program. CBPCA provides training for HERS Raters, Third Party Quality Control Installers, and Home Performance Contractors using automated diagnostic testing.

What does it mean?

October 1, 2005 was the effective date of the implementation of the 2005 Building Energy Efficiency Standards (also known in the HVAC industry as Title 24). The Standards included a requirement for Field Verification and/or Diagnostic Testing by a third party inspector for new construction and for additions and alterations in residential and qualified non-residential buildings. The following list of measures requiring Field Verification and Diagnostic Testing are taken from the Residential and Nonresidential ACM Manuals:

  • One in Seven (1 in 7) vs.
    One in Thirty (1 in 30)

    The HERS Rater is required to test one in seven installations of the compliance measure selected or required. However, the regulations also contain a new element called the Third Party Quality Control Program which allows the testing of only one in thirty. Randel R. Riedel, Managing Director, California Building Performance Contractors Association, declared,“Third Party Quality Control Programs can significantly decrease the over all time and cost of verification for HERS raters, building departments and contractors. With rising energy costs and increased pressure on peak load demand, this valuable program was obviously designed with California home owners’ pocket books in mind.”

    The Third Party Quality Control Program was created by the Commission so that the market can efficiently provide an independent and accurate verification of proper installation of energy efficient equipment and measures by installers in residential and qualified non-residential buildings.
